Paper is free.

Sketchbook Pro is great, I would say that’s your best option.

Paper is free but most of the good stuff is in-app purchase. I will still recommend it though for general purpose drawing. But for more serious purposes (i.e exporting to illustrator) i usually use adobe ideas

Procreate. In app purchases are a little annoying, but there is an active community of users who provide a ton of free resources (brushes and whatnot) so you probably don’t actually need any of the in-app purchasable items.

Sketchbook Pro is good too, but it’s better on the desktop with a Wacom because it is really designed for pressure sensitivity. I love it on the desktop with my Wacom. I like it a lot less on my tablet (either Android or iOS. I have both).

Paper is good for sketchnotes kind of sketching more so than illustrator or design sketching. Penultimate is ultimately better for this kind of thing though, not because of its drawing tools, but because of its integration with Evernote for organizing and syncing.
